Yes! It requires just a tiny ittle manual dexterity on the part of the puppeteer, but the arms and mouth both can be operated with 4 fingers. It's a fantastic puppet!

You insert your hand into the bottom of the puppet. I put my thumb and pinky in the arms, and my index finger controls the lower jaw. But Scratchy says "No one controls me!"
