Q: Safty wise. Does it follow uk rules. In case of accident will it be ok

Bought this adjustment because the seat belts on the new car cut across the neck and rubbed uncomfortably. Slip it over the locking lap bit and move a couple of inches upwards pinching the two belts together and it is enough to keep the seatbelt off the neck . Seatbelt works as normal then.

Q: Can these be left permanently on the seat belt

Yes absolutely. When seat belt not in use the adjuster stays in place and rolls up with the belt. The only thing that works to keep the belt from rubbing neck.
