Q: Do I need to add water?

No but I have watered them down if the wind is being uncooperative or towards the end of the bottle

Q: Can these bubbles be used Indoors?

I'm not sure how open your space is but these bubbles make a huge mess!! I still think they're great though, even super diluted, but wouldn't suggest using indoors

I believe it is just for bubble machines

I use this all the time. it’s great and lots o bubbles but if not particularly windy it can be too much and you can water them down or stretch out the end of the bottle
