Can I plug this into my plug outlet in my truck to power a 778UV anytone?

This device converts 120 volt AC power as found in your house to 13.8 volts DC. Almost every truck in the world today already has a 13.8 volt DC system. I don't think this is what you are looking for.

Is the dc "negative" electrically connected to ac neutral? is there a jumper to remove?

you can but for safety reason you should not. Most of the electronic gadgets have isolation transformer. If you do this then you are defeating purpose of the isolation transformer.

Where can I find the different cables that would work with this?

They do not make cable for this. I made my own being a Amateur Radio Operator and my experience installing old style phones in cars and Two way Radios was helpful.
