Is it Bay Rum scented?

Had this out in my hair today and it is nothing like Bay Rum so no

Is this essentially a pre styler? can i use this with reuzel pomades?

Yeah - it’s like a salt spray - makes it better for blow drying before styling

Do you use it before blow drying when the hair is still damp, and do you apply it from roots to ends?

Yep whilst damp and before blow-drying, it's way less effective on dry hair. I have thick and short hair so it gets worked root to tip anyway but I'm fairly sure that's what my barber said to do with it.

do I need to blow dry my hair with this product

You can do and I find blow drying gives me best results but no, you dont need to. It can be left to dry naturally. I find it works best by applying before styling product
