You can reseal the packet and they should keep for several months at least. If the strips start to change colour in the packet, then it’s time to get new ones.

Can it be used to test garden soil PH levels?

I think they'd be great for garden soil, but add a bit of soil to some water and then test. The types sold for soil only give result in increments of 1 which is far too crude. A change of pH of 1 means it's 10 times more or less acidic, because the scale is logarithmic.
