Where does the rubber torment go ? For skull cup holder?

Don't know what a "torment" is so don't know where it goes. My holder is mounted to a 2015 Harley Tri-Glide. The mount had to be modified (a little plate added) because there was not enough room on the handlebar. Love the cup holder. Sorry could not be more help.

Will this fit on a Harley 2002 Electra glide ultra classic?

Yes this will fit on the Electra Glide Classics.

Where does the rubber gorment go ? For skull cup holder?

It goes under the mounting bolt in the teardrop cutout. it's to hold the cup in there securely so it can't be lifted out.

Will this fit on 2009 , XL1200c sportster with factory handbars?

Yes my husband uses it on his 06 nightrain and his 04 dyna both have factory handle bars
