I have short hair & they work fine.

What does it mean 8 pack/ 12 packs?

8 came in the pack the size is 1 inch to 1/8. I'm not sure why it would say 12 pack. Sorry.

has anyone used these rollers to perm long hair?

I have long hair. I used these rollers for styling only after each shampoo. My hair comes out in nice curls. I don't perm my hair any more for many years as I didn't want to damage my hair.

can these curlers be used for home perms?

These rollers are very soft and may not be suitable for tight wrapping or chemicals. This is just my opinion; I am not a hair stylist. They don't work for me, I don't use them anymore.
