Q: Can the floor be left off to use this to cover a well pump?

This is exactly how i am using it, to cover my well pump. I actually assembled it completely and cut a rectangular hole out of the bottom to go around the pump. I works perfect. The lid comes off easily to access the pump.

Q: Does the top come off for cleaning? If not how easy is it to clean?

The top does come off. Very easy. just unsnaps
