Can this be used on the flexible dryer venting or will it tear it.

Generally you could use this brush on flexible dryer hose provided it’s in serviceable condition (no hole or tears). Additionally, I would have two people one on each end of the flexible hose to keep tension and the hose in a straight line.

Are additional rods available for purchase? This is not long enough for me and I already purchased it.

My only idea would be to buy another one if you need more rods

Can I insert the brush from the outside?

I do on mine i guess it depends on your outside vent accessibility if you can get it in the tube from out side like i do then yes

Can this be used in a car hvac vent?

I've not tried it in that capacity but I would think that this would be a bit too large for car AC vents. The bristles are less flexible compared to AC vent tool attachments that I have seen used successfully in cars. I would recommend another option if car detailing/cleaning is your primary objective.
