Yes. You can remove the garment panel and use the space as a large zippered pocket.

Does the baseline 21 in spinner fit in the smaller plane overhead compartments where the long side is same direction as length the plane? Bombardiers?

We find that on most smaller planes carry on pieces are gate checked no matter the size, leaving you with just your personal item to store in the overhead compartments. It would be best to contact the airline you are traveling for their specific compartment measurements as all airlines are different.
