What is the recommended weight for this item?

I don’t know the recommended weight, but I use it for my 4 year old daughter and she weighs 36 pounds. The legs feel sturdy enough to hold her. I hope my comment helps.

Can i use this one with plastic bags?

You can use this with plastic grocery sacks. But in my opinion, I don't think you should. For all the times I've had holes in grocery sacks, buying the bags is well worth the money when you consider what you're holding. And of course that it prevents me from having to clean up such a mess in my car...

I've used this and I'm WAY over 16kg. It's pretty low to the ground so it's stable.

What is the height of the potty when the legs are folded and sitting on the ground?

About 6 to 8 inches off the ground. You can easily prop it on a chair or rock for taller kids.
