Is 54 inch width for each panel or for set of 2 panels?

I want for 2 windows so do I need to buy 2 sets

Is the valance attached or do I order extra ?

The valance is attached and its a beautiful set. Just to add a comment here, these do not look low quality. I put these on a double rod with black-out curtains behind them and the presentation is very classy looking. I wasn't disappointed and I don't think anyone else who purchases these will be either. Hope that helps.

Are the prices for complete full set of one window, that is double as seen on the pictures.

They are as shown in the picture. If you are covering a sliding glass door or large window I suggest 2 sets. Good luck:)

Do these curtains black out light? Make room dark?

They do not block out light. If you want a nicer look, I would recommend these curtains and a trip to the craft store for a blackout material to go behind them.
