Q: Can this be safely used to jump start a weak battery from a lion jump starter power bank, or do i need some sort of power cutoff circuit to be safe?

I wouldn't suggest using this adapter to jump start. (It would work) The battery will quickly draw a lot of amps and heat up the wires. There wouldn't be any reverse polarity or over discharge protection either. The adapters for jump starting have mosfets wired in parallel so if it is over used the mosfets fail and act like a fuse.

Q: Because of the inline fuse on most sae pigtails, this isn't too useful for actually jump starting most bikes when their batteries are dead, correct?

It worked on mine once I reverse the polarity of the wires on the adapter.

Idk about reversing the polarity. You shouldn’t reverse the polarity or you will short out or damage something. I use it to jump start my motorcycle battery without opening up motorcycle to access battery. Though permanent trickle charging cable.
