Is there an on off switch to use with this? I could see the battery exhausting rapidly if you put it in a card with no shut off.

There is no off switch. If the card is made with the circuit complete then it will drain the battery. If the card is made so that the circuit is not complete and the person receiving the card has to push on a specific spot to complete the circuit, then the battery will not drain.

If i wanted to light up 60-90leds (entire white classroom pack in a single project) , what sort of psu would be required?

If you're driving them at 3.3V, about a 1A supply would be needed and at 5V 1.5A to be safe. Please note if you want to blink or fade the LEDs it's recommended you use the craft effects stickers, not the Chibi Chip. The craft effets stickers are expressly designed to drive very long strings of LEDs, unlike the Chibi Chip.

Once it is stuck is it permanently stuck or is it reusable?

The stickers are designed for a single use. If you are very careful and you use the right kind of paper, the sticker can be re-positioned, but the quality of the conductive adhesive bond degrades with every re-positioning.

How many leds can you light up at a time with one battery?

It depends on the color of the light. For the white LED, probably 5-6 would be a sweet spot balancing battery lifetime against brightness using a single CR2032 battery. If you want the LEDs to be brighter and/or drive more of them in parallel, try stacking two CR2032 batteries on top of each other.
