Q: precautions and how effective?

Very effective, had no problems with restriction, just follow intrustructions and you will be free os pest with 10 days

Q: Can I mix with seeds?

You probably could but I would dilute it as prescribed first. This stuff is potent. Use gloves when handling. My results so far are phenomenal. I am using it only as a drink station.

Q: Live in nd. will this still be effective if it's frozen? putting in a quonset w/no heat over winter and water will freeze. will they still lick it?

It seemed to work pretty well for me although I don't live where it would freeze but I would use it again. I don't believe if it got frozen it would affect the product's effectiveness.
