It depends on the fit that you want I bought L as I usually wear size 16 it was a snug fit . I would have preferred it looser fit around the belly and hips as those were the areas I was trying to “hide”

XS definitely. Im a size 8 and 32 DD and ordered an XS they fit perfectly, they're very loose across the chest anyway.
