Q: Does this plain air set up weigh 12 lbs with the tripod?

don't know for sure, but it isn't much at all. after looking up paints and panels, it's probably a little more.

Q: Can I tilt the box downward, more towards me so I don't have to reach as far over the box to the canvas? Is the tripod strong enough?

yes it can be tilted forward but you do not have to worry about it. It has never been an issue for me and I'm very short. The tripod is strong. I've love this pochade and tripod

Q: Does it move or wobble when painting?

Yes it does wobble. The handle also fell off !
