kB means kitchen and bath, so a different color temperature. But it will plug and play.

An interesting question. Unless you have a transformer that produces the correct voltage and amperage, you can’t. However generally speaking, the rate of defective fluorescent bulbs from the factory is very, very low. If your old bulb stopped working and the new one doesn’t either, I would suggest buying a new ballast. They’re cheap and easy to replace and are likely to solve your problem.

DO I measure the inches on the outside or inside of the bulb?

The measurements are not a big issue with circular bulbs. Always go by the item number on bulb & 100% of the time it will be the bulb you want. The measurements are not accurate whether inside or outside, they will vary!!
