For "record that on Xbox one" it only allows up to 30 seconds max. Can this capture card allow me to capture more than 30 sec of 4k?

This capture card will allow you to capture gameplay and game chat .. it will record for typically an hour and a half at 4k 60hz hdr on your pc .. my reason for purchasing this capture card is to be able to record both the game play and game chat audio in multi player games .. but if you just want to record longer game play without game chat audio I would suggest adding an external hard drive to your Xbox

any problem putting this in 8x or 16x pcie 3.0 slow ?

I have mine in a 16x slot so in terms of fit the card works fine but the card only has enough contacts for a 4x connection so that and your and available pcie lanes are going to be the speed limiting factors.

Is there anything specific that I have to do to get HDMI passthrough working?

Attention everyone: it's called HDCP not DHCP. DHCP is IP address assignment from your router. And HDCP is the copyright protection signal in the HDMI connection. Get a HDCP stripper to record anything you want.
