is it compatible with planted aquariums?

I believe it is I use it on my discus aquarium which has plants in it to keep the ph at certain level with no problem

This only happened to me once when I didn't rinse my bucket out thoroughly that I put water and chemicals in. If you are using a bucket for chemicals, what could happen is that chemical residue could dry and harden and then get into your tank the next time you use the bucket and it just doesnt dissolve easily for some reason once its in the water. If this is what happened, it shouldn' t hurt anything, its just ugly. For little annoyances like that, you could use water clarifier or a similar prduct to get those things to settle.

Can I use this effectively with Neutral Regulator to get my tap water at 8.2 down to just below 7 ? Struggling with Neutral Regulator alone.

Yes. May tap is near 8 and I have pretty easily gotten it to around 6.7-6.8. Just take it slow until you find out what works for you.
