Yes. The most common format for m.2 drives seems to be 2280, (meaning 22mm wide and 80mm long), which is the size for which this heatsink was designed.

Are people just clipping one of these to outer side of the m.2 ssd and are they working?

Product comes with a sticky thermal conductive pad that you place between the metal heatsink and your m.2 drive. It then also comes with 2 small black elastic bands that you place on each end to provide with extra support. The product does actually work to reduce temps on your drive.

Does it fit a samsung 970 evo plus m2?

It's a generic size for an M.2 so I guess you should be safe! It's very easy to fit and the backing is reusable.
