Hi can you use this woth fragrance oil for car fresheners

I'm not sure, but I don't rate this. It smells so strongly that the fragrance it was supposed to take up was lost. Maybe you'll have more luck. Also, it doesn't go far. I won't buy again and don't recommend it.

Can you use this on your hands?

You could buy this and dilute with distilled water to 70%, but this will be too runny to wash your hands with. There is also denatonium benzoate in here (acting as denatured alcohol) which is very bitter (have you ever picked perfume?). This likely contains >75% alcohol, which is too volatile to last on the skin long enough to kill viruses etc. But isopropyl alcohol and don't waste your time with this (if the intention is killing coronavirus)
