Can i use this device with a dell computer desk top?

You will need Bluetooth on your computer. If not built in you will need a Bluetooth adapter.

Is it loud and clear and noise canceling?

Yes I can hear clearly even while running equipment and everyone has said the mike sounds great no background noise

Can you use other mfg.ear tips other than what's provided

I am not clear as to whether you are asking about the part that inserts into the ear or the part on the outside of the ear. I will answer both. For the inside, I would guess you could use other covering for comfort inserting in the ear; however it comes with 3. At least 1 is smaller, the other may be a little bit larger or the same size as the one as it comes. For the outside clip over the ear - it is fixed and is positional so it can fit comfortably on the ear. Best wishes.

Does headset need to be charged before using it first time?

No, I was able to pair the headset to both devices and used it for 15 minutes to see how the audio was. I put it on the charger after and it was fully charged in 20 minutes. I would suggest charging it before using if possible for best results.
