Is this the correct connector for my asus strix r9 390?

Provided the PWM connector pins out correctly, (some companies use nonstandard pinouts to be trolls) it looks like it. Never had a 390 in my repertoire, but the PCB photo looks like a male 4-pin VGA connecor is what you have. I’d reference the pinout on the cooler fans, but it more than likely will be standard. Also, make sure whatever aftermarket fans you get can be properly powered and modulated by the card.

Cant seem to ajust fan speed. need help asap

It has to be a 4 pin pwm fan. I had the blue wire break off of the connector on mine and that's the wire that controls the speed.

Can this be used on an xbox 360 slim motherboard to connect a led 4pin pwm fan to it i’m trying to avoid splicing if i can???

It definitely looks like the xbox 360 slim that has a 5 pin gpu header and did not use a custom one like dell would do. I watched a youtube video by HUBBY000001 and it looks like that's exactly what he did. Can someone tell me how wide the connector is that connects to the gpu? i have a server motherboard with a 6mm fan header.

This connects a 3 /4 pin cooling device to your GPU (the white connector). This will allow GPU level fan and sensor control of the device you connect to it. ( Usually a water block )
