Q: Are the first 3 bolts installed supposed to be extremely loose?

I don’t remember but I do know that the pivot points were snug not tight or loose

Mounting is straight. It’ll sit at the height of your trailer hitch. The lowest part of the basket is the hitch mount itself. I’ve had mine for 3+ years now. Used probably 25 times a year, has held up and definitely recommend it.

Q: Is the Hitch Mount tube level or angled for better clearance when fully loaded?

I’ve had upwards to 250 lbs on it. It sits level. Just make sure you tighten up everything after loading it. Going on 2 years with mine, using it 5-8 times a year and still hold level.
