Can i pull off over my shoes

Would not be impossible, but would prove difficult. Fabric has slight stretch to it and would tend to bind.

my husband is 6'2" 200 lbs. Hips are 41", waist is 39". What size should he get?

I'm 6' tall 190 lbs. 36" hips & 42" waist. I bought the Xtra Large, they're snug, comfortable and stay up without tying them.. They're a little long for me but better than short. A xxlarge might be more comfortable for hanging out and they could be tied.

Are these cool enough for Summer wear in places like Florida?

If what you mean by cool is not too warm, they would be fine in a lighter color. Gray is my choice for lounging and workouts, but I have a blue pair too. White would work for poolside at The Breakers. But they are not polished enough for a cocktail bar.
