Q: Can this be used between meter and manifold supporting 4 gas meters (small victorian apartment)?

You should contact the company about this. Instructions say it should be installed post-meter, likely because anything pre-meter should only be handled by the gas utility. Might be doable, maybe the gas utility would just need to install it themselves.

Q: Re the pacific seismic products, 300 series, horiz. what is the direction of gas flow? and 2. where is the reset mechanism located on the unit?

There is an arrow on the unit showing the direction of the gas flow (If you enlarge the picture, you'll see it). Gas flows in from the side closest to the chain. and exit from the side closest to the knob. The knob is where you reset the unit.

Q: Does the verticle valve work for an upward flow?

They have two different types of vertical valves. Top inlet which has the prefix VT before the model number and Bottom inlet which has the prefix VB before the model number. Up flow would need to be a VB.

Q: how do you re-set this model ?

Use a screw driver and turn it 90 degrees at the specified slot. Easy task
