You can. Melt soap, add distilled water and liquid glycerin. Whip with mixer until creamy and texture you want. I’ve made it this way and it works great

I can't promise for certain, but I'd say yes! After using it to make the soap bars, they were stored over a year and no change. I think you just wanna make sure its sealed and protected from things around it and doesn't get hot enough to melt.
