Yes, The pump can connect with 12V battery directly.

Q: Does the pump have to be submerged? it will not run long periods of time. can it be used with an in-line & out-line instead of being fully submerged?

It can be used inline as long as it is not above the waterline. It does not self prime and will always need water inside of it to work it also does not have a check valve and will lose its prime if not below the waterline.

Don't know what PSI they are. More of a volume pump.

Q: Can the pump be directly connected to a solar panel? (Does it have an mc3 connector?)
