No it does not. But let me tell you what I did. I left my freezer unplugged for 2 days outside in this Texas heat. The weekend of July 4th. I came back home and all of my food was still frozen. I believe the cover saved my food.

Nice product but zipper gave up after first use.

The first time I opened it, the zipper pulled off the track with very gentle use. I hoped I could just use the other zipper, but now they both are separated after a few months. I use the velcro to hold it in place, but it would be good to zip up in bad weather. To sum up, zipper is very cheap and sewn in badly. I didn't send it back because it still needed the item, but it's super annoying.
