Q: How many valves come with the kit?

2. comes with a valve at each end of the airline to be cut in half if you wish to run separate pressure in each bag for off center loads. I purchased a T and run them on a single valve as I just need suspension leveling for towing.

Q: it says it can safely be used empty. so can i keep them empty for daily driving unloaded with no issues to bag?

The manufacturer says to always keep at least 5psi in the bags and NOT empty

Q: Will this work with a 3.5” lift?

For mine I bought airlift 52420 2 inch spacer blocks and it works great they come in 2, 4, and, 6 inch. Lift kits are normally named based on the amount of front lift I have a 3.5 front 2 inch rear so I used the 2 inch block. There is some room for error so if you have a 3 inch rear lift you could go with a 2 or 4 inch block.
