Q: Is this a silicone based wax?

No it's lavender scented beeswax. The lavender is a preservative. The wax fills in some scratches and if it is used a lot of times produces a deep shine.

Q: I have just finished painting pine furniture white with furniture paint. Would this be an ideal top coat?

I hope not. I bought it as a wax polish to nourish natural wood. It is a very good polish for antique furniture that hasn't been painted. You rub it in then give it plenty of buffing up and eventually it shines more than if you sprayed it with Pledge. I couldn't find my spray polish so bought some of this. In the meantime I wiped the tables over with a 50/50 olive oil and white vinegar. This cleans off the muck and fills in a lot of the scratches. I'm telling you this in case you want to go for the polished option on another piece.

Q: Does it smell like polish

No, it smells very gently of lavender. Quite pleasant.
