Q: Will it work if head is broke off?

No you will need an easy out tool, this will require drilling and using the correct easy out tool.

Q: Will it handle a 4.5-5.5mm rounded off bolt?

I believe it will. That’s pretty close to a 1/2”. Might have to lightly tap the extractor onto the bolt head for it to bite into the head.

Q: Where is the product made?

there isn't a mark on the case saying where it is made but if you google TOPEC it may say there.

Q: Is this Topec 32 pc extrwctor set any good. Do you get what you pay for. Should I get Rocket Socket instead. Can extractors handle multiple uses.

Yes I was was very pleased with the set it accomplished what I wanted them for I had oil pan 8mm bolts that were rusted and kept rounding off. Worked well.
