Are the spikes white or purple?

There white like the godzilla that fights kiryu (mechagodzilla) in 2002-2003

Is this figure like a model kit? I saw in store and showed child building this figure.

No, it's a completed figure. you can take the parts apart and put them back together though. Mostly ball joints so they pop off and on. But since the parts can be small, like the segments of the tail, small children may have a swallowing hazard. The spikes are a little sharp for a small child too.

Is this different in any way other than packaging than the earlier Millennium Godzilla figure from SH Monster Arts?

The earlier one has a purple color scheme on its back scales. This one is colored like typical classic Godzilla gray bony scales on his back. Also there is an improvement in the eyes, he doesnt look as derpy as the original, which consistently was painted with a weird expression. Also the packaging is different. Instead of clear plastic it is a card board box. But its also cheaper, the original is expensive.

I know this is kinda a weird question, but can you soak this godzilla (or any other S.H. Monsterarts figures) in water?

Nothing about immersion in water would damage any of them except perhaps some of the Mechagodzilla's, and Gigan, which have some metal parts. This guy is all ABS Plastic and PVC. Getting wet won't damage it, although you would want to let it dry thoroughly to prevent mildew.
