Q: can you tell me the knurled diameter?

The knurled portion is a taper and designed to fit the tapered bore of the Dyna wiper arm (or other as equivalent). The double flat inner bore is probably more critical to your interest than the outer tapered diameter(s).

Q: Are the plastic cups that cover the nut available?

I didn’t look for the caps because they came with the wiper arm

Q: Will this fit 2019 hyundai tucson se wiper transmission/linkage wiper arm socket?

Mine was purchased for. Motorhome windshield wiper which may be larger.

Q: Will this spindle work for a 97 Expedition?

This knurled double-flat driver adapter is used on large motorhomes, busses, and trucks using the Dyna pantograph wiper system or others that require this ISO standard adapter. Your Ford Expedition wiper arm drive spindles are part of the entire wiper mechanism and would be replaced as a whole spindle unit if not the entire wiper transmission assembly. This item is not for your application.
