Q: Does it work for CRJ regional jets?

NO it will not fit in the overhead bin on a CRJ 200. The height between the wheels and support legs don't allow the bid to close. This suitcase will not fit sideways, wheels front, wheels back due to this.

Q: what airlines consider this a personal item? I'd like to use in conjunction with my overhead carry on, storing this under the seat.

No airline I’ve traveled on consider this a personal item. It’s twice the size of a typical briefcase. I’m guessing you’re trying to avoid low-cost airline charges for carry on bags, and just about everything else. I wouldn’t try it on legacy airlines, Delta, American, United, Southwest, Alaska, Hawaiian, and certainly not on any US regional airlines that operate smaller, narrow body aircraft. That said, it’s probably not fair that some gate agents will allow larger backpacks and ladies handbags the size of a 22X14X9 inch carry on as a “personal item.” It depends on how rushed the agent is to board a plane. However, if you get past the boarding gate agent, you may still have to deal with a flight attendant who has to mediate the battle for overhead storage space.
