Q: Is there a big difference between the UE boom 3 and 2?

Yes, the UE Boom 3 has slightly richer and cleaner sound especially when the Boom app is used with the EQ. But if you want to wait till the UE Boom 3 is on sale, do it. the UE boom 3 is a bit larger, and can charge on the Power-Up charging dock sold separate for grab-n-go. It also Floats on water.

Q: If I connect 2 of these will I get true stereo meaning and right and left channels? with a windows laptop

it can only be true IF both speakers are mono, and that the signal output from the source transmits that image to both speakers, resulting in a 'true' stereo image. Otherwise, you simply get a stereo effect from one or two speakers with neither being in mono. Like an old album from the 60s-70s, they mixed some instruments panned to one side (i.e. mono), and then the same for the opposite, widening the sound stage. Its sounds harder than it is, but unless this is a MONO speaker, you wouldnt get a (stereo) sound with two, but instead two stereo speakers paired up.
