Q: Is it waterproof or water repelling ? Need to know this to see if safe to use in snow.

I wouldn’t drop them in a bucket of water but if they get dropped in the snow for a bit they should be alright. My main concern is the usb ports and the not so tight rubber flap the protects them.

Q: Can these be used in ski boots to heart them up while driving up to the mountain?

So technically I suppose you could as they will do what they do and heat up no matter where you place them. However the difficulty would be fitting your feet in the boots with these inserted as they a similar grip size to a bike handlebar each.
