Q: Does the knife lock while open?

This is a lockback knife which means when it is fully open the blade will be locked in place. You have to depress the lock down to release and close the blade.

Q: is the handle metal or plastic?

the handle is made of plastic. I purchased it as a gift for Christmas for my Uncle. He really liked it. We actually used it to open the childrens presents and I must say it was very sharp. I recomend it for the price.
