Does this come with the top base and the long screw and the screw top ?

The mount for the gopro is universal. If you have mounted your gopro to anything else before, it is the same. You can use any thumbscrew you may already have.

Would this be stable on a round railing that is 2.8" diameter?

I don’t know diameter it will open to, but I have it on my handlebars on my 16 harley road glide and I have had no problems. Works fine for me.

Is it safe to remove and take some of the sections out without damaging the product.

Yes, you could remove the sections of the goose neck or add extra sections on it.
