Yes. My black wool beret was lined with a black satin material.

Q: Are the measurements from the top of beret?

The measurements are from the leather band around the forehead. Beware, its not very good quality and not military spec.

Q: What size is the 7.5 will it fit someone who normally wears a 7 3/8

7.5 will be a little big on them, get the smaller size and the banday will stretch.
